Background and Context
The African Agribusiness Incubators Network (AAIN) was honored to participate in the prestigious 2025 Zhongguancun (ZGC) Forum held in Beijing, China, from 27th to 29th March 2025. The World Leading Incubator Forum, a globally recognized platform convened world leaders, policymakers, innovators, and technology champions to shape the future of innovation, science, and sustainable development.
The event was organized by Beijing Municipal Science and Technology Commission,Administrative Commission of Zhongguancun Science Park. With the permanent theme of “Innovation and Development and co-organised by Beijing Business Incubation Association (BBIA) is a non-profit organization established in 2000, supported by Beijing Municipal Science & Technology Commission, Administrative Commission of ZhongGuanCun Science Park, with 300 member incubators and WIIN (World Intelligent Incubation Network), the bridge linking 16,000 Chinese technology business incubators and tens of thousands of other business incubators, accelerators and university related science parks in the rest of the world.
The participation of the African Agribusiness Incubators Network (AAIN) in the 2025 Zhongguancun (ZGC) Forum is was triggered by the existing partnership between AAIN and WIIN and is also part of a broader strategic vision to deepen South-South Collaboration, particularly within the context of the China-Africa partnership under the Belt and Road Initiative (BRI) and Agenda 2063 of the African Union. As Africa accelerates its industrial transformation and positions itself as a hub for innovation-driven development, collaboration with institutions like the World Intelligent Incubation Network (WIIN) which connects over 16,000 incubators, accelerators, and enterprise support organizations in China is a vital step toward integrating African incubation systems into the global innovation architecture.
The launch of the alliance marked the beginning of a new chapter in China-Africa industrial and innovation diplomacy, unlocking pathways for inclusive growth, skills transfer, and technology commercialization.
This forum laid the foundation for one of the forum’s most strategic milestones such as the launch of the China-Africa Industrial Incubation Alliance, a bold step toward advancing bilateral cooperation in industrial incubation, technology transfer, joint research, innovation exchange, and enterprise support services which solidified our partnership having signed a Memorandum of Understanding (MoU) with the World Intelligent Incubation Network (WIIN) in September 2024. This alliance unfolds unprecedented opportunities for joint program development, cross-continental incubation, ecosystem mapping, and innovation policy alignment, serving as a gateway for African startups and incubators to connect with China’s dynamic innovation landscape.

Recommendations and Conclusion
Based on the outcomes of the ZGC Forum 2025 and the mission activities, Africa should utilize this partnership and collaboration to strengthen bilateral cooperation with China through targeted industrial incubation programs, with AAIN and WIIN serving as key implementing partners. Governments, universities, private sector actors, and development partners in Africa are encouraged to leverage the newly launched China-Africa Industrial Incubation Alliance (ACIIA) to foster innovation, technology transfer, and enterprise development. There is a need to develop national-level strategies that integrate lessons from China’s incubation ecosystem, particularly in establishing innovation zones, science parks, and public-private incubation models. It is also recommended that more structured exchange programs and joint ventures be created to facilitate continuous learning, co-creation, and market access. Stakeholders should invest in building capacity for incubator managers and ecosystem enablers, while aligning their incubation models with the African Union Agenda 2063 and the UN SDGs. Furthermore, increased visibility, documentation, and knowledge sharing of success stories across the continent should be prioritized, and all ecosystem players are invited to the 10th African Agribusiness Incubation Conference and Expo to be held in Tunisia from 5th–8th August 2025, as a platform to further these conversations and partnerships.
